SPNavigationNodeCollection topnav = oweb.Navigation.TopNavigationBar;
SPNavigationNode node = new SPNavigationNode("Title", "URL");
node = topnav.AddAsLast(node);
node.Update();


Similarly, To create Quicklaunch bar

SPNavigationNodeCollection topnav = oweb.Navigation.QuickLaunch;
SPNavigationNode node = new SPNavigationNode("Title", "URL");
node = topnav.AddAsLast(node);
